What this really means? What happened before Hotaru started up the Academy? Well, this calls for the past.
Ichigo loved Aoyama. She loved him. But in a unfortunate car accident the day before their wedding had them lying in the hospital, injured. Aoyama never made it.
Ryou, who was, what, 27, confessed his feelings to Ichigo, and explained why almost every day she worked at the cafe, he was staring at her.
HE LIKED HER, OMG.
So they got married, had kids, who had kids, and soon there after, Hotaru, Izumi, and Yuki WERE ALL ALIVE.
So, one day, Hotaru got the stupidest idea to continue on Ryou's work, and so hence, SGMP, was created. The first person experimented on was Yuki, who back then was a complete pervert and didn't care about his life at all. And then more difficulty, Izumi, and then Hotaru himself. The next person? Ryouko's parents.
They lived, the five of them, in one house and developed the idea about the Academy. Ryouko, when first born, was tested on. She was a experimental. Sure, Ryouko's parents were extremely worried at first, but the operation turned out to be a success. And they knew that they were going to have a second girl, Kino, and so then they didn't worry at all.
So the Academy was built using Erin's blueprints, and the seven of them stayed there, as the trio continued testing it on others.
That's when Kino was attacked, captured, and...kidnapped. Wait. That means the same thing. Whatever. Kino was kidnapped, okay. There.
So...
Ryouko and Yuki fought for her. But failed. That was where Ryouko got her scar.
Yuki worked harder than ever to get more Mews developed
Ryouko turned...well, difficult...until she met Usagi.
Usagi was the next kid tested on after Ryouko. He was also a experimental. He was an orphan, and was immediately adopted by Ryouko's parents, with hopes that he would be the one that would soften Ryouko's heart.
And so, more Mews came in, Ryouko's parents died of a disease, the rest of the old people died too, and now they're all living happily as Mews but...they still had to kill the vampires.

Duh, everyone wants to know these Canon's pasts.

Haruake:
Rine: Rine was adopted when she was not yet aware of herself. She grew up to love the Yamaguchi family, and thinks of them as her family. However, they are not, but no one knows that. Her biological parents are dead. They left her to Aoi, who just abandoned her in the snow. That's where the Yamaguchi parents picked her up and adopted her. She's the cheerful girl that she is because of Haru.

Hotaru: He grew up surrounded by expectations. However, he still kept himself kind and happy, and grew up to be extremely smart. His parents were strict, and wanted him to get 100s on everything, to be able to play all sorts of instruments and do all sorts of things. He is an expert on all sorts of things. His kindness is very much loved by others. His students also like him--he is sometimes lenient. However, he does carry on his father's strictness, and does not tolerate tardiness and his pet peeves. And stuff.
Yuki:
Izumi: As he grew up to be a genius, his parents left him alone. He was to do whatever he wished. Then, one day, his parents died in an accident. He stayed with Yuki's family, but Yuki seemed to have a grudge on Izumi. Yuki's parents treated him harshly. However, Izumi is a positive boy, and spends a lot of time on his laptop. At Yuki's house, he spent all of his time isolated, on his laptop. He met many friends online so he was not alone, and always happy.
Sakura:
Aya: She grew up thinking she was hated by Hiro and Sakura. She was constantly isolated, doing her own things. She always though Hiro had a cold heart, until one day. Before then, she was hurt over and over, and her sadness led to puffy red eyes. When she realized she WAS loved, she matured from her bad childhood, and decided she wanted to heal others, helping others ease their pain, the same pain Aya held during her childhood.
Hiro:
Ryouko: Ryouko's parents lived in the Academy, so she spent her whole life there. The only time she was out of Academy walls was when she was scouting for the Academy. She was kicked off the Main Mews because she was so violent. The trio were scared she would kill someone--even a teammate. She was a shy-ish girl, but she could also become really tough and violent. After the incident, she became an outcast, hated by almost everyone for her violent ways. She was unresponsive, and only talked to a select few. Her icy heart was also affected by her parents death.

Usagi: He was an orphan, left alone to live by himself. He became a Mew, partly because of the determination he carried to stay alive. He was adopted by Ryouko's family, partly because they wanted him to warm up Ryouko's icy heart. He grew up, both loving and admiring Ryouko. He was extremely sad when Ryouko's parents died. He has a pierced lip, which is why he has his mask. His high collars for the bat tattoo on his neck. Also, he has scars on his arms because of a fight he and Ryouko got into.

Sora: Sora grew up shy and unresponsive. He depended on her sister a lot; she was his light. When Namiko got to a scale that she started to glomp him, Sora no longer depended on her. He became determined to do things by himself. Their parents never really cared about them, and left them to do things by themself.

Asumi: She grew up as a orphan, taken into the Academy by pity. She became isolated and distant, until no one could reach her heart through her icy shield. She was young when she was introduced into the academy. She spent her later childhood there. AND, she had awesome DNA, so of course she was tested on.
